Faculty Councils

The term of office of the elected members begins on 1 October 2026 and ends on 30 September 2027.

The faculty councils include student representatives with voting rights as follows:

• Faculty of Medicine: 4 members,
• Faculty of Psychology and Human Movement Science: 2 members,
• Others: Faculty of Business, Economics and Social Sciences: 1 seat each in the Socioeconomics, Economics and Social Sciences electoral groups.

The cutoff date for determining eligibility to vote is 16 April 2026.

Only those who are entered in the electoral register may vote. The electoral register can be viewed until 29 May 2026 in consultation with the Electoral Office. Objections to nonregistration or the registration of an incorrect group or constituency affiliation must be submitted to the head of the Electoral Office by 2 pm, 8 June 2026.

Anyone entitled to vote and eligible for election in several groups must exercise the right to vote in the first group that comes into consideration according to the order set in Section 10 subsection 1 HmbHG. This does not apply to research associates who are also enrolled as students; they are eligible to vote and be elected in the group of academic staff. If the votes cast in the election to the faculty councils in all groups last Summer Semester were cast in a group other than the student group, no vote can be cast in the student group in this election.

Whoever is entitled to vote and eligible for election in several faculties must exercise the right to vote in the first faculty that comes into consideration according to the order set in Section 4 subsection 2 of the University of Hamburg statutes.

The right to vote may be exercised for a group, faculty, or department other than that prescribed by declaring to the head of the Electoral Office in which or which other eligible group, faculty, or department the right to vote is intended to be exercised. The declaration is valid until revoked and must be received by the election management by 2 pm, 16 June 2026.

The election is conducted according to the principles of personalized proportional representation as a list election. The seats are allocated according to the d’Hondt maximum number method.

The nominations must be received by the Electoral Office by 2 pm, 13 May 2026.

The forms prepared by the Electoral Office (list of nominations and one individual form per ranking) must be used. Detailed information and the forms are published by the Electoral Office. Be sure to note the following:

One deputy must be nominated per election proposal; the deputy may be nominated for up to 3 people. Applications on several lists or as a candidate or deputy are not permitted. The forms can be signed electronically and submitted by email. Supplementary information of up to 30 characters per person is permitted, any longer text will be removed.

Candidates can put their name forward individually or as part of a list. An election proposal integrated into a list must show the order of the applications and comply with the quota requirement for women pursuant to Section 96 subsection 2 sentence 1 HmbHG: “Women should make up at least 40 percent of the members of a self-governing body and at least one member of a body with three members.” If an election proposal does not meet these requirements, a copy of the assessment, addressed to the University’s equal opportunity commissioner, must be attached to the election proposal—also by 2 pm, 13 May 2026. Candidates with the official gender entry nonbinary or without any gender entry are expressly welcome.

The election will be held as an online election with the option of postal voting upon request. The election documents for the online election will be sent to your university email address. Eligible voters who have received no documents or incorrect documents by 26 June 2026 are obliged to have them issued by 3 July 2026 after consultation with the Electoral Office.

You can vote via the election portal from 9 am, 22 June 2026 to 2 pm, 10 July 2026 with any internet-enabled device (e.g., mobile phone, laptop, PC). You can also vote from 9 am to 5 pm, Monday to Friday (but only until 2 pm, 10 July 2026!) by laptop in the reception area of the following location: Von-Melle-Park 5, 20146 Hamburg.

The application for postal voting must be received by the head of the Electoral Office by 2 pm, 1 June 2026 at the latest (e.g., by email from the university email address). From this time, online participation in the election is not permitted. Postal voting documents will be sent out or handed out in person. Ballot papers must be received by the Electoral Office by 2 pm, 10 July 2026.

The counting of votes is open to the university public and will take place from 9 am, 13 July 2026, in room N0073 (Mittelweg 177, 20148 Hamburg).

The preliminary result of the election will be announced to the university public 14 July 2026.
