The Role of International Science Cooperation in Disruptive Times

On Tuesday, October 14, 2025, the Hamburg Forum for Global Science and Policy hosted an engaging and timely discussion at Bucerius Law School in Hamburg, addressing the vital role of international scientific collaboration amidst a rapidly changing global landscape. Under the theme “The Role of International Science Cooperation in Disruptive Times”, the event brought together researchers, policymakers, and academic and government representatives to explore how science can thrive despite geopolitical upheavals, the rise of populist and autocratic movements, and challenges to the legitimacy of research.
The discussion focused on how European and German scientific institutions can adapt their strategies to ensure openness, security, and sustainability in international cooperation. Key questions included: Which tools of science diplomacy are best suited to promote dialogue and lasting collaboration? How can these institutions position themselves to create forward-looking policies amid increasing skepticism toward science?
The panel featured distinguished international experts, including Marcelo Knobel (The World Academy of Sciences), Jan Marco Müller (European Commission), Anke Reiffenstuel (German Federal Foreign Office), Maria Rentetzi (University of Erlangen-Nürnberg), and Ursula Schröder (Institute for Peace Research and Security Policy at the University of Hamburg). They collectively emphasized the importance of resilient, open, and secure global science systems.
Moderated by Manuel Hartung, CEO and Chairman of the ZEIT STIFTUNG BUCERIUS, the event fostered lively debate and provided important insights into safeguarding science in turbulent times. The program was opened with short greetings from Hamburg’s Senator for Science, Maryam Blumenthal; Tilo Böhmann, Vice President of the University of Hamburg; Michael Grünberger, President of Bucerius Law School; and Christian Suhm, Secretary-General of the Hamburg Institute for Advanced Study.
Following the discussions, participants enjoyed a small reception that facilitated networking and further dialogue.
This event was organized jointly by the Hamburg Institute for Advanced Study (HIAS) within the framework of the University of Hamburg’s Hamburg Forum for Global Science and Policy. It was funded by the Federal and State Governments’ Excellence Strategy and supported by the ZEIT STIFTUNG BUCERIUS.
