On Tuesday, October 14, 2025, the Hamburg Forum for Global Science and Policy hosted an engaging and timely discussion at Bucerius Law School in Hamburg, addressing the vital role of international scientific collaboration amidst a rapidly changing global landscape.

How do we find European responses to global challenges, particularly in security policy, and how do we implement them? These questions also apply to the current science policy debate on research security and the contribution of research to European security in times of geopolitical crises: Which direction should Europe follow on this?

On 11 and 12 September 2023, representatives of the largest German and British research universities congregated in Hamburg. They visited the hosting University of Hamburg together and celebrated Great Britain’s association with the Horizon Europe research program.

Volatile geopolitical dynamics, combined with the global COVID-19 pandemic, have forced and are forcing universities and research institutions as well as policymakers to re-adjust much of what was previously thought of as ‘standard’ in research. The new normal is that there is no normal.

Climate change, pandemics, spreading threats to democracies, disruptive technological developments, social disparities, demographic changes, international tensions and system competitions worldwide: The age of multiple crises poses dramatic challenges to our societies worldwide.

The University of Hamburg would like to widen the view with a new strategy conference and discuss aspects of the mid-and long-term academic system in an age of complex crises, as well as possible new competing systems.
