International Teaching and Learning Formats (ILLF@home)
The goal of the ILFF@home program funded by the Excellence Strategy is to permanently establish virtual learning and teaching formats with international partners of Universität Hamburg using the Collaborative Online International Learning (COIL) approach.
The joint virtual learning experiences provide students at Universität Hamburg and its partner universities with opportunities to gain valuable intercultural experience with regard to diversity and sustainability without having to travel. At the same time, they strengthen and cultivate cooperation between Universität Hamburg and its strategic and potential partners.
Funding is available for teaching and learning formats conducted in cooperation with strategic and potential partner universities. In exceptional cases, cooperation with other international partner universities may be eligible for funding if it would serve the strategic goals of the faculties. For multilateral projects, at least one strategic or potential strategic partner must be involved.
Overview

| Funding: up to €15,000 for 2 consecutive semesters max. to develop and establish a long-term digital curriculum for regular use; Funding is available for: travel and accommodation expenses; partial organizational expenses; materials in connection with digital formats; and student assistants and tutors. Information on applying
Application requirements:

The applicant must be employed at Universität Hamburg and active in teaching (regularly as a professor). Applications from postdoctoral researchers or research associates must be supported by a professor.

Digital teaching offers must be conducted with a professor from a partner university that is eligible for funding.

At least 6 students from Universität Hamburg and the partner university must take part; there should be a good balance.

Reciprocal funding from the partner university is welcome but not required.
In addition to imparting subject-related knowledge, virtual exchange among students and researchers from the parter university must be the primary goal.
The application must include:
- an application form;
- a description of the project, esp. learning objectives and promotion of student cooperation and exchange at the participating partner universities;
- a timetable; and
- a tabular cost justification (for 2 consecutive semesters max.)
Maximum length: 8 pages
The following (selection) criteria and aspects form part of the funding decision; they focus especially on the cultivation of long-term cooperation with the partner university and the fostering of students’ academic and intercultural skills:
- academic and didactic conception with a view toward fostering student interaction and the acquisition of intercultural skills
- long-term plans for digital curricula
- incorporation of joint digital curricula into the curricula offered by Universität Hamburg
- clear contribution to intensifying and further developing partnership
- sound financial plan
export control, academic freedom, and in-depth review procedure
The Department of International Affairs helps Universität Hamburg researchers by minimizing the risk of and providing a sound basis for international cooperation. In 2020, Universität Hamburg’s Executive University Board resolved to establish a review process for international cooperation. The University Administration will review funding applications and cooperation agreements with international partners with regard to the upholding of academic freedom and the requirements of the Federal Office for Economic Affairs and Export Control (BAFA). If cooperation topics are relevant to further control rights issues, and if the cooperating institution is located in a country that the Academic Freedom Index (AFI) has listed as restricting academic freedom, an in-depth review procedure will be initiated. Both the first and the in-depth review will be conducted within strictly defined parameters.
General criteria:
Funding can be granted only if all main application prerequisites (see “Application”) are met and funds are available.
Funding amount:
- The maximal available funding amount is €15,000 per application for 2 consecutive semesters.
Funding use:
- travel and accommodation expenses to initiate project (researchers from Universität Hamburg)
- HR costs for student assistants and/or tutors
- partial costs for organizational matters and materials in connection with digital formats (e.g., teaching materials, licenses for technology)
