St. Petersburg University — Hamburg
Universität Hamburg and St. Petersburg University work closely together since 1975. Academics, doctoral students and staff members of both institutions have the opportunity to apply for funding within the program "University partnerships with Eastern Europe" by the German Academic Exchange Service (DAAD-Ostpartnerschaften) at Universität Hamburg. The program aims to strengthen exisiting ties and to establish new collaboration between the partners.

Information for researchers from St. Petersburg University
St. Petersburg University researchers who are interested in participating in an exchange should contact the International Office at their home institution. After a successful nomination by the International Office of the home institution you can apply through our online application portal immediately or, at the latest, 4 to 6 weeks before you plan to arrive in Hamburg.
Export control, academic freedom, and in-depth review procedure
The Department of International Affairs helps Universität Hamburg researchers by minimizing the risk of and providing a sound basis for international cooperation. In 2020, Universität Hamburg’s Executive University Board resolved to establish a review process for international cooperation. The University Administration will review funding applications and cooperation agreements with international partners with regard to the upholding of academic freedom and the requirements of the Federal Office for Economic Affairs and Export Control (BAFA). If cooperation topics are relevant to further control rights issues, and if the cooperating institution is located in a country that the Academic Freedom Index (AFI) has listed as restricting academic freedom, an in-depth review procedure will be initiated. Both the first and the in-depth review will be conducted within strictly defined parameters.
Approval of the application is dependent on fulfillment of basic application requirements (see Application tab) and budget availability.
Participants in the "University partnerships with Eastern Europe" (DAAD-Ostpartnerschaften) program will receive the following benefits:
- Travel subsidy for participants from Universität Hamburg
- In St. Petersburg free (hotel) accommodation, plus a daily allowance
Detailed information regarding the settlement of finances will be made availble during the application process on the online application platform.
After the completion of the exchange, participants are required to hand in a report.
