The Beijing-based China-EU School of Law (CESL) is a joint project of the Government of the P. R. China and the European Union. The law school is supported by a Sino-European consortium, consisting of 15 universities and two institutes that provide personnel and co-financing. The consortium is co-ordinated by the University of Hamburg. CESL assists the Chinese government in its efforts to develop a society based on the rule of law by building a bridge between European and Chinese legal cultures and educating the future elite of legal practitioners in China. In order to achieve this goal, postgraduate students are educated, vocational training is being offered to practitioners and joint research activities as well as individual projects and PhD projects are being funded.

The CESL Master programmes are open to outstanding students who, in addition to European and international law, want to gain understanding of different legal systems and their underlying approach in a complex globalised world. CESL offers a Master Programme in European and International Law (MEIL) leading to a Master of Laws degree (LL.M.) conferred by the University of Hamburg. In addition, CESL offers a Master Programme in Chinese Law leading to a Chinese Juris Master (J.M.) or a Master of Laws (LL.M.) conferred by the China University of Political Science and Law (CUPL). Furthermore it is possible to combine both programmes in the Double Master Programme.

Students are taught by one of the most international and renowned law faculties worldwide. Depending on their special area of expertise professors are selected from 13 European partner universities. Chinese law courses are taught by luminaries from the China University of Political Science and Law (CUPL) and professors from other renowned Chinese universities. Prerequisite for admission are an above-average first law degree and very good knowledge of English. The deadline for applications is usually in the mid of April each year.

Chinese judges, prosecutors and lawyers are being further educated in selected fields of law in the frame of the professional training programme. Other courses deal with new legislation and jurisdiction in China and the world as well as seminars on practical skills tailored for each target group. In addition to the academic faculty of the partner universities, CESL can rely on the expertise of a great number of practitioners, including prominent law firms, which are associated to the project and support the professional training programme.

Research is another important pillar of CESL activities to support the development of new legislation, accelerate China’s reform process and to foster Sino-European legal exchange. The research activities focus on China’s legal and administrative reform, China and the EU in a globalised world, legal theory as well as law and culture. The foundation on which consulting is offered to Chinese government agencies, International Organizations and companies are several research projects, a scholarship funded Ph.D. programme as well as international conferences and workshops.
